The St. Paul City Council passed an amendment on a controversial raft of residential tenant protections Wednesday afternoon that will push off the final vote on the ordinance until next Wednesday. If passed, the proposed S.A.F.E. (Stable, Accessible, Fair and Equitable) Housing in St. Paul initiative will go into effect March 1, 2021, and will impose rules like limits on security deposits and prohibit use of credit scores for turning down someone to rent a property. The council voted 5-2 to approve an amendment that would expand the advance notice-of-sale of a rental property to include single-family rental homes and duplexes.
The policy, which would ensure that a notice of a proposed sale would be provided to the city and tenant before a property is placed on the market and after the transfer of ownership occurs, previously only applied to residents in three-unit or higher complexes.Sharon Anderson
